Parliament has directed Social Development Minister Sisisi Tolashe and her department to provide a detailed cost breakdown of a controversial R3 million trip to New York for the Commission on the Status of Women.
The Social Development Portfolio Committee made the demand after Tolashe presented a report on the expenses and participation in the trip. The committee insisted on receiving a full account of flights, accommodation, and the itinerary of each official who attended, citing the need to ensure public accountability.
Committee chair Bridget Masango stated that lawmakers were determined to uphold transparency and accountability. She added that parliament would also seek legal advice on Tolashe’s report regarding the appointments and suspensions of officials within the department.
“South Africans deserve to know their money is being used wisely and decisions made in the department are transparent and fair. We will seek legal guidance to ensure we act firmly but fairly within the law,” Masango said.
During Thursday’s briefing, Tolashe outlined the ministry’s procedures for hiring and suspending officials. The committee noted the department’s actions, including referring employment and appointment matters to the Public Service Commission for investigation, commissioning a forensic audit, and obtaining legal advice.
The minister also pledged to provide regular updates to the committee on the progress of these investigations.
In addition, the committee reviewed the 2024/2025 annual report of the National Development Agency (NDA). Tolashe confirmed that the NDA board has been instructed to urgently fill the CEO and CFO positions.
A recruitment panel comprising representatives from government and civil society, including Nedlac, has been established to oversee the process. The final list of nominees will be submitted to the cabinet for approval once completed.
